Sweden's Klimatpremie: Grants for Heavy Electric and Biogas Trucks

The Swedish Klimatpremie, or Climate Premium, program provides financial support for organizations investing in cleaner heavy transport. Administered by the Swedish Energy Agency (Statens energimyndighet), this initiative offers grants to companies, municipalities, and regional authorities purchasing or leasing emission-free heavy trucks and biogas trucks. The program is currently active and aims to accelerate the transition to a more sustainable vehicle fleet in Sweden.

Program Overview

The Klimatpremie för tunga lastbilar is an ongoing program designed to reduce the climate impact of heavy vehicle traffic. It specifically targets vehicles weighing over 3.5 tons that operate with zero emissions or use biogas as fuel. The Swedish Energy Agency manages the application and disbursement process, ensuring that grants contribute to tangible environmental benefits across the country.

Who Can Apply

Eligible applicants for the Klimatpremie program include companies (företag), municipalities (kommuner), regional authorities (regioner), and lessees (leasingtagare) of qualifying heavy trucks. A crucial condition for eligibility is that the formal application must be submitted to the Swedish Energy Agency before the vehicle is ordered. Any vehicle ordered prior to application submission will be disqualified. The regulatory framework supporting this grant structure is set to expire on October 31, 2027.

Applicants must provide detailed organizational data, technical specifications of the intended vehicle, and financial documentation to justify the 'eligible cost' by demonstrating the price of a comparable conventional vehicle. A declaration of any other public support sought or granted for the same vehicle is also required.

Eligible Vehicles

The grant supports the acquisition of new heavy trucks with a total gross weight exceeding 3.5 tons. These vehicles must be either powered solely by electricity, by electricity produced from hydrogen via fuel cells, or explicitly designed to run on biogas. All eligible vehicles must be formally registered, or intended for immediate registration, as trucks within the Swedish Transport Agency's road traffic register.

Both direct purchases and leasing arrangements are permitted, provided new vehicles are being acquired. For leased vehicles, a minimum ownership or lease period of 12 months is required. Used vehicles do not qualify for this program.

Understanding the Grant Amounts

The grant amounts vary based on the applicant's size and the type of vehicle. For emission-free heavy trucks (electric or fuel cell), the subsidy is calculated as a percentage of the price difference between the emission-free truck and the nearest comparable conventional vehicle. Small companies can receive 60% of this difference, medium-sized companies 50%, and large companies, municipalities, or regions are eligible for 30%. These grants are subject to Regulation EU 651/2014 (GBER).

For vehicle gas trucks powered by biogas, a grant of 20% of the purchase or lease cost is available to all eligible entities. This amount is capped at 40% of the eligible cost (again, the price difference compared to a conventional vehicle). This specific support is subject to Regulation EU 2023/2831 (de minimis), with a strict regulatory ceiling of €300,000 per recipient over a continuous three-year period. All grants are awarded contingent on the availability of funds.
