Who Qualifies for the Slovenian EV Subsidies?

The subsidy is divided into two primary applicant categories: Sklop A for individuals and Sklop B for corporate entities. Adult natural persons who hold permanent residence in Slovenia are eligible to apply under Sklop A. This ensures that domestic private buyers have direct access to substantial financial relief when transitioning away from fossil-fuel vehicles.

For Sklop B, eligible applicants include legal entities, sole proprietors (s.p.), individuals performing economic activities who are VAT registered, and public law entities, excluding direct state budget users. Under Sklop B, entities are subject to specific rules, including a de minimis aid limit of 300,000 EUR over three years and a cap of 15 subsidized vehicles per public call.

Applications are processed entirely online on a first-come, first-served basis until the funds are depleted. There is no pre-approval required; instead, applicants receive their reimbursement after completing the vehicle purchase and submitting the necessary registration and financial proof.

Vehicle Eligibility and Technical Requirements

To secure a grant, vehicles must meet strict technical criteria. The programme is strictly reserved for 100% electric drive vehicles with emissions of 0 g CO2/km. Hybrid vehicles and pedal-assisted cycles (classified under category L1e-A) are explicitly excluded from funding. Furthermore, the vehicle's battery must not be based on lead-acid technology.

Both new and used vehicles are eligible under this scheme, though used models must not exceed 36 months (3 years) of age. The programme applies a maximum vehicle purchase price cap of 65,000 EUR. Buyers are also required to maintain ownership or lease the vehicle for a minimum period of 3 years.

Leasing is fully allowed, provided there is a financial leasing contract that specifies the transfer of ownership to the applicant, or a battery lease agreement lasting at least two years if the battery is leased separately.

Subsidy Packages and Funding Tiers

The subsidy amount depends heavily on the type, condition, and value of the vehicle. For individuals (Sklop A) purchasing a new M1 passenger vehicle valued up to 25,000 EUR, the maximum subsidy is 7,800 EUR. For vehicles valued between 25,001 EUR and 35,000 EUR, the subsidy is 7,200 EUR for individuals, which is also the maximum amount available for entities purchasing vehicles in this price range.

New M1 vehicles priced from 35,001 EUR to 45,000 EUR, as well as new N1 light commercial vehicles up to 45,000 EUR, qualify for a 6,500 EUR subsidy. For more expensive models valued between 45,001 EUR and 65,000 EUR, the subsidy drops to 4,500 EUR. It is crucial to note that for individuals, this 4,500 EUR tier is being phased out and is only available for applications submitted by August 31, 2026.

Buyers opting for used M1 or N1 vehicles can receive 3,000 EUR for vehicles valued up to 45,000 EUR, or 2,000 EUR for those valued between 45,001 EUR and 65,000 EUR. Additionally, new L7e heavy quadricycles are eligible for a fixed grant of 1,500 EUR.

Partner Providers and Market Integration

Several automotive brands and financial providers in Slovenia actively reference these Borzen subsidy tiers to ease the purchase process. Manufacturers like Tesla, BYD Slovenija, BMW, Toyota, Volkswagen, and Renault design promotional offers that align with the state grants. Dealership groups like Porsche Inter Auto d.o.o. and Pan Jan d.o.o. integrate these subsidies directly into their retail consultations.

Financing partners such as NLB Lease&Go, leasing, d.o.o. and Porsche Leasing provide customized leasing products that take these grants into consideration, sometimes allowing the subsidy to act as a delayed deposit. However, buyers must remember that they remain independently responsible for submitting their own subsidy applications to Borzen.

Approved subsidies are paid directly to the applicant via bank transfer. This reimbursement occurs within 60 days of the administrative decision becoming final, ensuring buyers recover their out-of-pocket costs relatively quickly.
