EKII atbalsts elektromobiļu iegādei

A guide to the passenger-car part (category M1) of the Latvian programme under Cabinet Regulation No. 238 of 21 April 2026. The regulation states total financing of €40,000,000 for the programme as a whole. The rules are taken from the text as archived on 9 June 2026.

What this guide covers

This guide covers the passenger-car part of a wider Latvian programme: the competition set out in Cabinet Regulation No. 238 of 21 April 2026, which is financed by the Emission Allowance Auctioning Instrument. The programme supports battery-electric, hydrogen and plug-in hybrid vehicles of categories M1 and N1. This page deals with category M1 passenger cars only.

Funding and duration

The regulation states total financing of €40,000,000 for the programme as a whole. The activities are carried out until the financing is used up, but no later than 31 December 2029.

Who receives support

Support goes to natural persons who are permanent residents of Latvia and who buy a supported vehicle, or lease it with a purchase option through a leasing service.

Which passenger cars qualify

Three kinds of M1 car are supported. For each kind the regulation sets technical conditions, stated in the car's certificate of conformity, so not every car of a kind qualifies.

  • Battery-electric cars, new or used: 0 g CO2/km emissions, a city range of at least 150 km between full charges and a top speed of at least 90 km/h.
  • Hydrogen cars, new or used: 0 g CO2/km emissions, a city range of at least 150 km between full refuelling and a top speed of at least 90 km/h.
  • Plug-in hybrids, new only: total emissions of up to 50 g CO2/km in the WLTP weighted combined cycle (the worldwide harmonised light vehicle test procedure), a city range of at least 50 km on electricity alone between full charges and a top speed of at least 90 km/h.

Where the certificate of conformity does not state the range, the manufacturer's official representative submits an attestation that the car can cover it. A car counts as new if it has been used for less than six months or driven less than 6,000 km.

Amounts

For a new battery-electric car, a new hydrogen car or a new plug-in hybrid, the financing available to the recipient is €4,000. For a used battery-electric or hydrogen car it is €3,000. The support intensity does not exceed 90 % of the car's sale price.

A recipient who has been granted the card Latvijas Goda ģimenes apliecība can receive more. For a new car the amount is €6,750 if the car has at least five seats and €9,000 if it has at least seven seats. For a used battery-electric or hydrogen car it is €5,000 with at least five seats and €6,750 with at least seven seats.

Scrapping a vehicle

A further €2,000 is available for scrapping a vehicle by handing it to a processing company, but only together with the support for buying a vehicle.
