Latvia EV Subsidy: Who Qualifies for EKII Electric Car Grants
Latvia has established an ambitious domestic funding program to accelerate the adoption of zero-emission transportation. Natural persons who are permanent residents of Latvia can access significant financial support when purchasing or leasing electric and plug-in hybrid passenger cars. Applicant Eligibility and Family Tiers
To qualify for the EKII subsidy, applicants must be natural persons with permanent residency in the Republic of Latvia. The program features two distinct applicant categories, with specialized incentives designed to assist larger households:
First, standard residents can apply for a baseline subsidy of €4,000 when purchasing a new Battery Electric Vehicle (BEV), Plug-in Hybrid Electric Vehicle (PHEV), or Hydrogen Fuel Cell Vehicle (FCEV). For used BEVs or FCEVs, standard residents qualify for a baseline subsidy of €3,000. Under these standard packages, the total government support intensity cannot exceed 90% of the vehicle's purchase cost.
Second, the program provides enhanced support for holders of the Latvian Honor Family (Goda ģimene) certificate. Families carrying this certificate qualify for higher grant rates depending on the seating capacity of the vehicle. For a new vehicle with five or more seats, the base subsidy is €6,750, while a new vehicle with seven or more seats receives a flat €9,000. For used vehicles, Honor Family certificate holders receive €5,000 (for vehicles with five or more seats) or €6,750 (for vehicles with seven or more seats).
Eligible Vehicles and Technical Specifications
The EKII program enforces strict technical, age, and value requirements for passenger cars (category M1). To be eligible, vehicles must meet the following parameters:
The purchase price for a standard vehicle is capped at €45,000. However, for vehicles configuration with six or more seats, this limit increases to €60,000 (excluding VAT). Eligible vehicle types include BEVs, FCEVs, and PHEVs. It is important to note that used PHEVs are completely excluded from the program, meaning only brand-new plug-in hybrids are eligible for support.
A vehicle is classified as "new" if it has been used for less than six months or driven fewer than 6,000 km. "Used" BEVs or FCEVs must have been registered no more than seven years prior to the subsidy application, must show a total mileage under 150,000 km, and must not have been registered in Latvia for more than 12 months before the purchase.
Technically, BEVs and FCEVs must offer a minimum range of 150 km between full charges. PHEVs must have a minimum electric-only range of 50 km and emissions below 50 g CO2/km. All eligible vehicles must be capable of a maximum speed of at least 90 km/h.
Stackable Bonuses and Retention Rules
Both standard residents and Honor Family certificate holders can stack their baseline grants with additional incentives. An extra €2,000 bonus is available if the applicant scraps an existing M1 internal combustion engine vehicle through a licensed processing facility, or if they donate their vehicle to the Ukrainian armed forces, supported by CSDD registration documentation and a Ukrainian customs declaration.
Furthermore, Honor Family applicants purchasing a vehicle with five or more seats can stack an additional child bonus of €1,000 for each additional child starting from their fourth child.
To prevent immediate resale and subsidy exploitation, the Latvian government mandates a strict retention period. Citizens who receive the subsidy must maintain ownership or lease of the vehicle for a minimum of five years, or until the vehicle has been driven at least 60,000 km.
Application Method and KYC Process
The subsidy is structured as a dealer-mediated point-of-sale discount, meaning buyers do not have to wait for a retroactive bank transfer. Instead, the accredited dealer coordinates with the VIF to secure pre-approval. Once approved, the subsidy amount is deducted directly from the vehicle purchase price at the point of sale.
To initiate the process, the buyer must sign the official application form using a secure Latvian electronic signature (e-paraksts). Applicants must verify their identity, residency, and, if applicable, provide their Latvian Honor Family certificate, scrapping certificates, or customs declarations for Ukrainian donations.
