€3,000 and €6,000 Klimabonus Mobilitéit EV Grants in Luxembourg

Prior to its closure, Luxembourg's state-funded initiative offered substantial financial support for natural persons purchasing zero-emission vehicles. Eligible applicants could secure grants of up to €6,000 for highly efficient electric cars, while medium-efficiency models qualified for a standard €3,000 subsidy.
The subsidy was structured as a post-purchase reimbursement rather than a point-of-sale discount. Managed by the Administration de l'environnement (AEV), the initiative aimed to accelerate the transition to sustainable transport across Luxembourg before wrapping up its operations in mid-2026.
Standard Subsidy Tiers for Electric Passenger Cars
During its active period, the Klimabonus Mobilitéit defined standard subsidy amounts based on the energy efficiency of the electric vehicle. Passenger cars (category M1) fell into two distinct financial tiers:
The high-efficiency tier provided a fixed grant of up to €6,000, capped at 50% of the vehicle cost excluding VAT. To qualify, a battery electric car was required to have an electric consumption of 16 kWh/100 km or less. Alternatively, vehicles with seven or more seats qualified for this maximum tier if the applicant belonged to a household of five or more people. Hydrogen fuel cell vehicles also qualified for the €6,000 grant.
The medium-efficiency tier offered a fixed grant of up to €3,000, capped at 50% of the vehicle cost excluding VAT. This tier applied to electric passenger cars with an energy consumption between 16 and 18 kWh/100 km, or those with consumption under 20 kWh/100 km if the vehicle's maximum net power was 150 kW or less.
Grants for Used Vehicles and Other Electric Categories
Luxembourg's program also recognized the importance of the secondary market by offering support for used electric vehicles. Buyers of pre-owned electric passenger cars could claim a fixed grant of €1,500. To prevent speculative transactions, the vehicle was required to be at least three years old from its first registration, and the buyer could not belong to the same household as the seller. Additionally, a minimum holding period of 24 months was enforced.
For lighter electric vehicles, the scheme provided 50% of the cost excluding VAT up to a maximum of €1,000 for quadricycles, motorcycles, and mopeds. Other micro-mobility categories such as cargo bikes qualified for up to €1,000, while electrically assisted pedal bicycles (pedelecs) qualified for up to €600, subject to the applicant household receiving a cost-of-living or energy allowance at the time of purchase.
Core Vehicle Eligibility and Stacking Rules
To receive any tier of the Klimabonus Mobilitéit, vehicles had to meet strict environmental and technical criteria. Only 100% electric or hydrogen fuel cell vehicles with zero emissions (0 g CO2/km) were permitted. Plug-in hybrid electric vehicles (PHEVs) and internal combustion engine (ICE) vehicles were completely excluded from the program.
The vehicle had to be registered in Luxembourg. For new passenger cars purchased under contracts signed from October 1, 2024, owners were required to keep the vehicle for at least 36 months. The program operated as a standalone national initiative and was funded entirely by the domestic state budget. It did not stack with other national purchasing grants.
Applications for the refund were processed after the vehicle was fully registered and paid for. While a pre-financing point-of-sale mechanism was planned to start in 2027, the standard process required the buyer to submit documents, including the registration certificate, certificate of conformity, and proof of payment, directly through the MyGuichet.lu portal.
