This standard tier serves as the primary incentive for typical private buyers looking to acquire a new battery-electric vehicle (BEV).

For those opting for a pre-owned electric vehicle, the programme offers a €2,500 reimbursement. To qualify for this used-vehicle tier, the passenger car must be no more than four years old from its first registration or model year. This ensures that relatively recent electric models remain accessible to Lithuanian households.

This subsidy is also stackable with the Lithuanian scrappage scheme ('Mažiau taršių judumo priemonių fiziniams asmenims skatinimas'). If an eligible applicant scraps an older, high-emission vehicle, they can receive an additional €1,000 bonus on top of their primary EV grant. This combination represents a powerful incentive for drivers to retire polluting combustion cars.

Who Qualifies and How to Apply

To access this state-backed support, applicants must meet specific administrative criteria set by APVA. The program is designed for individual physical persons residing in Lithuania. While public and private legal entities have separate allocations within the broader funding structure, physical persons submit their applications individually through the online APVIS portal.

The financial mechanism operates as a post-purchase reimbursement. This means citizens must first purchase or lease the electric vehicle using their own funds. Once the transaction is complete and the vehicle is registered, the owner submits an online claim to APVA to receive an electronic bank transfer. There is no point-of-sale discount option, meaning the buyer must cover the initial cost upfront.

Financial leasing is permitted under the programme, allowing buyers to structure their payments over time. However, operational leasing schemes are explicitly prohibited. Applicants must ensure their financing agreement aligns with these rules to remain eligible for reimbursement.

Eligible Vehicle Requirements

To ensure the funds target the cleanest transport options, the programme enforces strict technical rules. Only pure battery-electric vehicles (BEVs) with a certified carbon dioxide (CO2) emission rating of 0 g/km are eligible. Hybrid Electric Vehicles (HEVs) and Plug-in Hybrid Electric Vehicles (PHEVs) are entirely excluded from this funding scheme.

Eligible passenger vehicles must belong to the M1 category. While commercial vehicles are supported under separate corporate categories, the primary focus for citizens is on personal passenger transport. There is no specified price cap on the vehicle's purchase price under this citizen programme, allowing buyers flexibility across different market tiers.

Funding Budgets and Deadlines

The programme launched on July 31, 2026, with an active budget allocation of €12,190,000 dedicated to physical persons. This budget is part of a larger €20,000,000 package that also supports legal entities. APVA manages these funds on a first-come, first-served basis, meaning the window will remain open until the allocated budget is fully exhausted, or until the final deadline of December 31, 2028.

Because the programme operates without pre-approval, citizens do not need to secure a grant reservation before buying. Instead, the application process is handled entirely online post-purchase. This streamlined path eliminates prior paperwork but underscores the importance of verifying that both the buyer and the chosen vehicle meet every technical and age-related rule before completing the acquisition.
