The Know Your Customer (KYC) compliance phase is integrated with the official Lithuanian e-Government Gateway, known as Elektroniniai valdžios vartai. To log in and sign the submission, applicants must use one of the officially accepted cryptographic systems.

Supported digital identity methods include Mobile ID (m.Parašas), Smart-ID, or cryptographic national identity cards. The applicant must hold a valid personal bank account, as the approved funds are distributed solely via electronic bank transfer to the end-user after the purchase has been finalised and verified.

Step-by-Step Application and Document Submission

Since this programme works via a post-purchase reimbursement model, citizens must first acquire and register the vehicle in their name before submitting their claim. Once the vehicle is registered, applicants must access the APVA digital portal at apvis.apva.lt to initiate the application. There is no pre-approval stage required before purchasing the car.

While standard applications completed directly by the vehicle owner do not require auxiliary paperwork, specific delegate rules apply. If the application is being submitted by an authorized representative or delegate on behalf of the buyer, the applicant must upload a formal, notarized Power of Attorney. This authorization is verified by the administrator through the Digital Power of Attorney Registry.

Budget Caps and Program Timeline

The program has a designated budget of €11,960,000 specifically reserved for physical persons out of a total €20,000,000 envelope. The application window formally opened on July 30, 2026, and is scheduled to close on December 31, 2028, unless the funding is exhausted earlier. Due to the first-come, first-served allocation method, APVA recommends submitting the digital claim immediately after registering the vehicle to secure the reimbursement.
