Malta's Active Electric Vehicle Subsidy Framework

The Purchase of New Electric Vehicles scheme is a domestic climate initiative funded directly by Malta. Under the administration of Transport Malta and the oversight of the Ministry for Transport, Infrastructure and Public Works, the program operates with a total budget allocation of €33,000,000. The scheme launched on January 1, 2026, and is scheduled to accept applications through December 31, 2026, or until its allocated funding is fully exhausted.

Applications are processed through a dedicated digital portal using Malta eID authentication. Because the programme operates on a rolling, continuous basis, interested buyers are encouraged to apply as early as possible to secure funding. Unlike some European regional grants that apply automatically at the dealership, this scheme requires buyers to submit their applications directly to the government authority.

Base Grant Amounts and Price Tiers

For individual citizens purchasing a Category M1 passenger car, the available grant amount is determined by the vehicle's purchase price. For vehicles with a final selling price of €40,000 or less, the Category M1 Standard Grant provides a fixed lump sum of €8,000. This tier is designed to support the adoption of affordable, entry-level electric cars.

For higher-end vehicles, the Category M1 Premium Grant offers a fixed sum of €6,000. This premium tier applies to electric passenger cars with a selling price greater than €40,000 but not exceeding €100,000. Any vehicle exceeding the €100,000 price cap is entirely ineligible for funding. Plug-in hybrid electric vehicles (PHEVs) are also excluded from the program, which strictly requires fully electric powertrains.

Scrappage Bonuses and Gozo Stacking Rules

Maltese buyers can increase their total subsidy by participating in the official scrappage program. To qualify for a scrappage bonus, the decommissioned vehicle must be a Category M1 passenger car that is at least 10 years old, registered in the applicant's name, and fully licensed with Transport Malta prior to destruction. The vehicle must be destroyed at an Authorised Treatment Facility (ATF), resulting in a destruction certificate dated within 2025 or 2026.

The bonus amount varies based on the status of the scrapped vehicle's registration. If the road license expired no more than three months prior to deregistration, a grant of €1,000 is added to the base purchase grant. If the road license expired more than three months before deregistration, the bonus is reduced to €500. This scrappage grant is fully stackable with both the Standard and Premium Category M1 base grants.

An additional regional benefit is available through the Gozo Regional Premium, which adds another €1,000 to the total subsidy. To qualify, the scrapped vehicle must have been continuously registered on Gozo between October 11, 2021, and the date of scrappage, and the applicant's nominated bank account must be registered to an active Gozo address. This regional premium is also fully stackable with the main scrappage grant, allowing Gozo residents to receive up to €10,000 in total subsidies when buying a qualifying standard electric car.

Core Vehicle and Applicant Eligibility Rules

The scheme is open to natural persons residing in Malta, local councils, and non-economic voluntary organisations. Eligible vehicles must have zero tailpipe emissions and must never have been registered in any country before. This means used or pre-registered electric vehicles imported from foreign markets do not qualify.

The program does not support point-of-sale discounts. Applicants must purchase the vehicle outright or secure private financing, and then apply for a post-purchase reimbursement. The reimbursement is paid as a one-time lump sum via electronic bank transfer once Transport Malta verifies all submitted documentation, including proof of purchase and bank details showing the applicant's IBAN. Pre-approval is required before the final reimbursement is processed.
