Malta's New EV Scheme: Required Documents to Apply for €8,000
Natural persons residing in Malta can secure up to €8,000 in post-purchase grants under the country's Purchase of New Electric Vehicles scheme. This environmental initiative, administered by Transport Malta, is currently open for continuous applications throughout 2026.
Because the program operates on a post-purchase reimbursement model rather than an upfront point-of-sale discount, citizens must first buy their eligible zero-emission passenger vehicle and then submit a detailed digital application with supporting documentation to claim their funds.
Who Qualifies and Residency Rules
The scheme is designed for natural persons residing in Malta, meaning individual citizens and registered residents are the primary target group. There are no household income limits or domestic income thresholds required to qualify for this program; any Maltese resident who meets the residency criteria and purchases an eligible passenger car can submit an application.
To process the application, Transport Malta utilizes digital identity verification. Natural persons must verify their identity using the Malta eID system. This digital identity authentication serves as the primary gateway for submitting application documents online and ensures all personal data matches official residency registries.
Eligible Vehicles and Purchase Price Tiers
To qualify for the standard €8,000 reimbursement, citizens must purchase a Category M1 passenger car. The vehicle must be fully electric, possessing zero tailpipe emissions, and must be completely new. The regulations explicitly state that the vehicle must never have been registered before in any country. Used electric cars, pre-registered vehicles, and ex-demonstrator models sourced from foreign markets are strictly excluded.
The purchase price of the vehicle determines the specific grant tier. For passenger cars with a selling price of €40,000 or less, the standard grant of €8,000 applies. For premium passenger cars priced above €40,000 but not exceeding the program's strict vehicle price cap of €100,000, the grant amount is set at €6,000. Any passenger vehicle with a purchase price exceeding €100,000 is entirely ineligible for funding.
Required Application Documents and KYC Checks
To successfully apply, natural persons must gather several essential documents to satisfy the program's Know Your Customer (KYC) and compliance controls. The standard document checklist includes the completed official eForm VEH057A, which is tailored specifically for individual applicants.
Identity verification is managed securely online. Applicants must authenticate their digital application using their Malta eID credentials. Along with identity verification, the applicant must submit official bank documents, such as a recent bank statement or a certified bank letter, that clearly displays the applicant’s full name and their International Bank Account Number (IBAN). This bank account must belong directly to the applicant, as Transport Malta executes all approved grant payouts strictly via electronic bank transfer.
Additionally, applicants must submit proof of purchase, including the final invoice, to verify that the vehicle has been acquired. Because the scheme requires pre-approval, the applicant must ensure they have received the appropriate authorizations before finalizing the digital submission. For individuals choosing to lease a vehicle rather than purchase it outright, the reimbursement is distributed in four annual installments rather than a single lump-sum payment.
Stacking Rules, Scrappage, and Regional Bonuses
Maltese citizens can increase their overall financial support by stacking the standard vehicle grant with official scrappage bonuses, provided specific conditions are met. Under the program rules, the standard €8,000 grant can be combined with a Scrappage Grant of either €1,000 or €500 depending on the status of the decommissioned vehicle's license.
To receive the €1,000 scrappage bonus, the applicant must scrap an M1 category vehicle that is at least 10 years old. The vehicle must have been fully licensed in the applicant's name with Transport Malta prior to destruction, and its last road license must have expired no more than three months prior to deregistration. If the scrapped vehicle's last road license expired more than three months before deregistration, the stackable scrappage bonus is reduced to €500. In all cases, destruction must occur at an Authorised Treatment Facility (ATF), and the applicant must submit an official Destruction Certificate dated within 2025 or 2026.
A further Gozo Regional Premium of €1,000 can be stacked on top of these amounts. This regional bonus is available to residents who scrap a vehicle that was continuously registered on Gozo between October 11, 2021, and the scrappage date. To claim this premium, the applicant's nominated bank account must also be registered to an active Gozo address.
