Application documents for Kinoumai Ilektrika III

The decision sets an electronic application with checks and e-mail messages, and a list of documents, with extra documents for leasing, supplements and scrapping.

These steps and documents come from joint ministerial decision 132625/03.06.2024 (Government Gazette B' 3076, 3 June 2024) and cover Category A natural persons. They are the provisions this page draws on and are not a complete guide to the application platform.

Application steps

  1. Submit the application only electronically, through the information system of the programme's official site. No physical file with documents is submitted to the managing body at this stage.
  2. Fill in all relevant fields and upload all the documents of Annex I. The application counts as complete only then. The tax and insurance clearances are the exception: Annex I says the managing body asks for them later, as described below.
  3. On electronic registration the system automatically generates a unique digital code. Each application of a natural person has one unique digital code.
  4. An e-mail to the address you declared gives the unique digital code and the total public expenditure committed pending approval.
  5. The correct completion of the portal's fields and the completeness of the required documents are checked. Successful completion is followed by an e-mail confirming the approval.
  6. If documents are missing or erroneous, or not in force on the date of submission, the request is not accepted. You are informed by e-mail and must correct them within ten calendar days of the message being sent, otherwise the request for payment of the subsidy is rejected.
  7. After the payment request and a successful check of the Annex I documents, the managing body informs you by e-mail of the obligation to submit tax and insurance clearance electronically, checks them, and the corresponding subsidy is credited to the bank account you declared. Annex I requires the clearances only for a finally approved public expenditure above 1,500 euro.

Before the submission can be completed, the documents tied to the transaction must be uploaded. For a purchase these are the dealer's receipt as proof of purchase, the circulation licence as proof of the vehicle's registration (bicycles are excepted) and proof of payment of the price. For a long-term lease they are the leasing company's service receipt, the lease contract, a receipt for advance rent equal to the subsidy amount, and the registration evidence. If a loan is involved, the receipt states the loan base price, the loan documents and the loan's approval must exist, and the loan agreement signed by both parties is uploaded.

A Category A natural person may submit one and only one application. The managing body may ask for clarifications and for additional documents of a clarifying or supplementary nature, but a document of Annex I that would cover the conditions and bears a date later than the electronic submission of the application can never be supplied, except those of a clarifying nature.

Under the sixth amendment, expenses for purchase or lease are eligible from 1 May 2024 for applications submitted up to and including 30 June 2025, and from 7 June 2025 for applications submitted from then on.

Required documents

  • Proof of purchase of the vehicle.
  • The circulation licence as proof of registration of the vehicle (bicycles are excepted).
  • A document confirming the beneficiary's IBAN, for example a photo of the bank book or an e-banking printout.
  • Proof of payment of the purchase price, in the form the Annex sets for each means of payment.

The accounts of both the beneficiary and the supplier must belong to the natural person or the business, and receipts of net value above 500 euro (without VAT) are settled only by a banking means of payment.

Documents that depend on your situation

  • Long-term lease: the lease contract, and a receipt for advance rent equal to the subsidy amount.
  • Loan: a loan agreement signed by both parties.
  • Co-ownership of the vehicle: a sworn statement (model 3 of Annex II) consenting to one co-owner being the authorised person and assigning the right to receive the payment to that person.
  • Tax clearance and insurance clearance: only for a finally approved public expenditure above 1,500 euro. The managing body requests them after the successful evaluation of the application and before payment.

Documents for supplements

  • Families with at least three dependent children: the E1 form of the last tax year and a family status certificate.
  • Persons with disability: a disability certification opinion issued by the Disability Certification Centre, or an equivalent opinion, on the characterisation as a person with disability.

The family document applies both to the supplement for three dependent children and to the supplement for more than three.

The documents for the supplement for young people are omitted from this page.

Documents for scrapping an old car

  • The circulation licence of the vehicle to be scrapped, issued before 1 January 2010 (all pages).
  • The certificate of final deregistration of the vehicle.
  • The certificate of scrapping and destruction from an official body, stating the vehicle's registration number.
  • A confirmation from the tax office (DOY) of payment of the circulation fees due on the vehicle up to the date it was immobilised.

These documents serve the cumulative scrapping conditions the decision sets for the scrapped vehicle. Among them are a requirement that the vehicle has all its mechanical parts and body elements and an exclusion of vehicles destroyed by accident, fire, arson or vandalism. This page does not list all of those conditions; see the eligibility page. The decision text governs.
