Who can claim Kinoumai Ilektrika III

The decision states these conditions for individuals: no business activity, a tax number, age 18 or over, one application only, and a purely electric car with a retail price before taxes of up to 50,000 euro. This page does not list every rule of the decision.

These conditions come from joint ministerial decision 132625/03.06.2024 (Government Gazette B' 3076, 3 June 2024) and from its second amendment (Government Gazette B' 4199, 31 July 2025).

Conditions the decision states for individuals

These are the conditions the decision and its second amendment state for individuals, as far as this page covers them. Applications can be submitted only until the maximum budget is covered, and each is examined and evaluated on a first in, first served basis, so a condition listed here is not a promise of a subsidy.

Category A beneficiaries are natural persons who carry out no business activity, hold a tax number (AFM) and have reached the age of 18 when they submit the application. Each can be a beneficiary for the purchase or lease of one purely electric car and may submit one and only one application.

A beneficiary must not have been subsidised for the same vehicle through any other subsidy action and must not have an active request for it in the Kinoumai Ilektrika A and B cycles or in e-Astypalea.

Which cars

For passenger cars, eligible vehicles are those that dealerships or official traders register on the application portal, and the list of eligible vehicles is posted on the programme site and updated continuously. Category M1 means motor vehicles with at most eight seats besides the driver's seat and no room for standing passengers. All eligible vehicles must carry a type approval.

Leasing

In the case of a lease, the validity of the lease contract must not be shorter than 36 months.

Keeping the car

The decision contains two separate provisions about keeping the car. Article 4 says that a vehicle acquired under the action may not be resold by a Category A beneficiary before one year has passed from its acquisition.

Article 16, as replaced by the second amendment, requires a Category A or Category B beneficiary to keep the vehicle bought through the action in their possession and own use for at least six months from the date of purchase, with Greek registration plates. The second amendment says it changes the mandatory possession time, and article 16 as originally worded set one year for Category A.

The second amendment applies to applications submitted after it took effect; the cohort rules are below. This page does not say how the two provisions relate to each other and does not treat either of them as overriding the other.

Price ceiling

The ecological bonus of 3,000 euro applies to a purely electric car with a maximum retail price before taxes of 50,000 euro. Cars with a retail price before taxes above 50,000 euro are not subsidised.

Dates

The sixth amendment (Government Gazette B' 4349 of 14 July 2026) sets the date from which expenses for purchase or lease are eligible according to when the application is submitted: 1 May 2024 for applications submitted up to and including 30 June 2025, and 7 June 2025 for applications submitted from then on. It also sets 31 December 2026 as the date until which applications are submitted, and the duration may be shortened if the available funds are covered earlier.

The first amendment set 30 June 2025 as the last day for applications. The second amendment, in force from its publication on 31 July 2025, set 31 December 2025 as the new last day and left the start of submission to an announcement on the ministry and programme sites.

Optional scrapping

Under the rule for applications submitted after the second amendment took effect and for expenses from 7 June 2025, scrapping an old M1 car is optional and is rewarded with 1,500 euro.

The decision's article on scrapping sets these cumulative conditions. The new and the scrapped vehicles must belong to the same categories of eligible vehicles. Every scrapped vehicle must have a year of first circulation licence in Greece or an EU member state earlier than 1 January 2010, and must not have come into the beneficiary's ownership after 1 January 2023. It must have all its mechanical parts and body elements. It need not be able to move under its own power, as it may have been rendered unusable by being immobilised, but vehicles destroyed by accident, fire, arson or vandalism are excluded from the subsidy. It must be delivered by the owner or an authorised representative to a treatment facility or end-of-life vehicle collection point; the owner receives a delivery receipt, and any transport cost is borne by the owner and is not an expense of the action. A certificate of final deregistration must be provided. The current year's circulation fees must have been paid, which is not required for vehicles already immobilised. The scrapping is documented by a destruction certificate from an official body that states the registration number and the date of destruction. A Category A beneficiary may scrap one old vehicle when buying the new one, in the case of an M1 passenger car.

Extra support for some applicants

For persons with disability the bonus for an M1 car is increased by 1,000 euro, and for young people aged up to 29 in the year of the application by 500 euro, in each case with the necessary supporting documents.

For families with three dependent children the bonus for an M1 car is increased by 1,000 euro, and for families with more than three dependent children by 2,000 euro. Where several criteria apply together, the total subsidy cannot exceed the retail price before taxes of the vehicle.

Application and expense cohorts

Under the second amendment, applications submitted after it took effect and expenses made from 7 June 2025 onward follow its rules. For applications submitted up to and including 30 June 2025 that concern expenses made from 1 May 2024 to 6 June 2025, the decision applies as it stood before the second amendment. Applications submitted after the second amendment took effect that concern expenses before 7 June 2025 cannot be included in the action, and applications submitted before it took effect that concern expenses from 7 June 2025 and were rejected may be resubmitted if they meet its criteria.
